James M. Harris

Jim Harris is a principal court management consultant for the National Center for State Courts with more than 30 years of development and management experience in information technology projects for courts.  He participates in development of technology standards and application of those standards in courts and other justice agencies, including information sharing initiatives using the National Information Exchange Model (NIEM) and the Global Reference Architecture (GRA). Harris is co-chair of the OASIS LegalXML Electronic Court Filing Technical Committee and staffs the Joint Technology Committee of COSCA and NACM in development, vetting, and adoption of technology standards for the court community.  In addition, Jim provides technology consulting services to courts around the country, assisting with development of RFPs, technology assessments, and best practices in application of technology and related standards.  Jim holds a Bachelor of Science degree in Computer Science and a Master of Science degree in Management Information Systems from the University of Central Florida.
